5. What alternatives have been considered?
5.1 Alternative 1 – Do nothing
The concern around not continuing the provision and ensuring it is re-located will mean that there will be no provision at a Foundation Phase level. The Local Authority would not be responding to its duty to provide appropriate education for all learners and we place increased pressure on other parts of the Service by not offering an early intervention model.
5.2 Alternative 2 – Re-locate the additional learning provision
The Local Authority will be able to safely meet its statutory duties in terms of the provision of appropriate education, ensure improved long term outcomes for learners, and maintain placements for Conwy children successfully and positively in Conwy schools.
