We have submitted a planning application for all of the remaining coastal defence work and promenade and public space improvements at Old Colwyn Promenade.

We are preparing a new planning application to include all of the remaining coastal defence work and promenade and public space improvements at Old Colwyn Promenade.
We have previously had planning approvals for the completed work carried out in 2020 and the current work underway in 2021 and 2022, which we had funding for.
These existing permissions (0/46896 and 0/48546) allow us to construct part of the Old Colwyn coastal defence scheme. So we can complete the scheme, we need to submit a planning application for the rest of the work. The location plan shows the areas covered by previous planning permission and where we are seeking permission for the work in these new plans we are consulting on.

What are the proposals?
We are planning to improve the coastal defences by:
- Extending the rock barricade from Rotary Way to Porth Eirias to protect the Victorian sea wall
- Raising the height of the promenade to protect against rising sea levels due to climate change
- Raising the rock barricade to match the height of the new promenade
We are planning to improve access to the beach by:
- Providing accessible ramp and step access onto the beach through the rock barricade
These coastal defence works will protect the seawall and the critical infrastructure behind it from the continued threat of the sea and accepted climate change levels.
While we do the coastal defence works, we would like to make improvements to the promenade to maximise the wider benefits of the scheme.
As part of the proposals we are consulting on, we are also considering additional works such as:
- improved facilities for cyclists and pedestrians
- renewing surfaces
- seating and outdoor classroom areas
- improving street lighting
The proposals give the best balance of parking, cycling and pedestrian provision for public safety, with options for play and recreation, along with picnic and seating areas.
You now have the opportunity to see the plans and comment before we submit a planning application.
Next steps
We will review all comments and may make changes to the design based on these.
We then expect to submit the planning application in December.
Starting work on these final phases of the Old Colwyn coastal defences depends on the Council securing funding.
Getting the relevant planning permissions to carry out the remaining work puts us in a good position to secure funding. This means we will have a fully designed scheme with planning permission, which is ready for work to start.
We are continuing to explore all available funding options with Welsh Government and other funding sources. Depending on the types of funding the Council is able to secure, we may need to review the design to make sure all the elements are affordable.
