The County Borough of Conwy (A547 Abergele Road / Llanddulas Road, Abergele – Speed Limit) Order 2023


The Conwy County Borough Council  in exercise of its powers under Sections 82(2) 83(2) 84(1) and 84(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as "the Act of 1984"), and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part 3 of Schedule 9 to the Act of 1984, hereby orders as follows:-

  • 1.  IN THIS ORDER

    “motor vehicle” means a mechanically propelled vehicle intended or adapted for use on the roads as defined in Section 185 of the Road Traffic Act 1988.

    “exempted vehicle” means:

    • (a)  any vehicle being used by the emergency services for the purposes described in section 87 of the Road Traffic Regulation Act 1984(1);
    • (b)  any vehicle being used for naval, military or air force purposes, and being driven by a person for the time being subject to the orders of the member of the armed forces of the Crown, who is a member of the special forces – 
      • (i)  in response, or for practice in responding, to a national security emergency by a person who has been trained in driving at high speeds; or
      • (ii)  for the purpose of training a person in driving vehicles at high speeds.

“special forces” means those units of the armed forces the maintenance of whose capabilities is the responsibility of the Director of Special Forces or which are for the time being subject to the operational command of that Director

  • 2.  No person shall drive any motor vehicle at a speed exceeding 50mph on that length of road as specified Schedule 1.

  • 3.  No person shall drive any motor vehicle at a speed exceeding the maximum speed limit permitted under the national criteria for classified roads in the length of road specified in Schedule 2  and shall hereby be de-restricted

  • 4.  The previously made Order named The County Council of Denbigh (Restricted Roads) (No 8) Order 1964  is revoked in so far  only as it affects the length of road described in  Schedule 3.

  • 5.  This Order shall come into force on 26 June 2023  and may be cited as The County Borough of (A547 Abergele Road / Llanddulas Road, Abergele –Speed Limit) Order 2023

From a point 40 metres east of its junction with Beulah Avenue to a point 40 metres west of the junction with North Wales Business Park

Schedule 2 - Derestricted Road National Speed Limit applies

Bryn Dulas, Llanddulas

From its junction with Llindir Road to its junction with Beulah Avenue

Schedule 3 - Revocation

Beulah Road

From junction with the Abergele - Llanddulas - Colwyn Bay Road A55 to a point 10 yards from and on the Llysfaen side of junction with Arnold House Road - length about 870 yards
