Conwy County Borough Council (Various Roads - Speed Limits) Order 2023

Statement of Reasons

Legislation to lower the default national speed limit on restricted roads in Wales from 30mph to 20mph was made by the Welsh Ministers on 13 July 2022 to reduce the number and severity of collisions and casualties; to enable more people to use active travel; to reduce environmental impacts; and, to improve people’s quality of life in communities across Wales.

The new default 20 mph speed limit on roads where there is a system of street lighting will come into force on 17 September 2023. From that date any restricted road will have a speed limit of 20 mph unless a different speed limit is set by the highway authority by Order.

The existing sections of the Conwy County Borough Council road network currently subject to 30mph have been assessed by Conwy County Borough Council as the traffic authority to ascertain if they meet the exception criteria and should remain at 30mph.

The sections of highway detailed in Schedule 1 of the proposed Order have been assessed; they meet the exception criteria set out in the guidance and the Council propose a 30 mph speed limit by order.

The section of the highway detailed in Schedule 2 to the proposed order has been assessed; for road safety reasons to avoid danger to persons or other traffic and to provide better route consistency the Council propose a 30 mph speed limit by order.

The section of the highway detailed in Schedule 3 to the proposed order has been assessed and for road safety reasons to avoid danger to persons or other traffic and to provide better route consistency the Council propose a 40 mph speed limit by order.

The sections of highway detailed in Schedule 4 to the proposed order has been assessed and a partial revocation of previous speed limit orders are necessary.

The sections of highway detailed in Schedule 5 to the proposed order has been assessed and a revocation of previous speed limit orders named are necessary.
