How to Apply
An applicant must have held a full Driving Licence for no less than 12 months and must hold such a licence at the time of their application. In addition, before the Council can issue a Licence they must be satisfied that the applicant is a fit and proper person.
The online application form, supporting digitized document and the fee have to be submitted in order for the application to the accepted. The applicant must attend the Children Sexual Exploitation awareness session and pass the knowledge test prior to the grant of Licence.

Criminal Convictions & DBS service
You must be of good character. To establish this you will be required to undertake an 'enhanced' criminal records check from the Disclosure and Barring Service (DBS).

The Disclosure and Barring Service (DBS) has an online subscription service that lets applicants keep their DBS certificates up to date.
Register for the DBS update service
You can register for the update service at either the time that you apply for your DBS check or by using your original DBS certificate number when it has been issued (you must do this within 30 days of your DBS certificate being issued).
If you need an Enhanced Certificate Conwy County Borough Council utilise a company called Checks Direct, these are a registered umbrella agency of the DBS, who will administer your application on our behalf. Payment is made directly though Checks Direct Checks Direct | DBS Checks, Vetting & Screening Services.
You will need to provide three ID checking documents (e.g. Passport, Driver licence and Utility Bill) *ID checking guidelines for standard/enhanced DBS check applications - GOV.UK (www.gov.uk)
All DBS certificates will require updating on a 3 year basis

The Licensing Authority has a duty to ensure you have the right to work in the UK. Failure to produce the Information required in Annex A may result in your application being refused.

The Council has the discretion to grant or refuse the licence. Some applications may be referred to the Council’s General Licensing and Regulation Committee for determination.
Applicants will be notified of the outcome of their application in writing within 14 days of the decision being taken.

Processing and Timescales
Once all the paperwork has been received from the applicant and outside agencies. Attended the Child Sexual Exploitation awareness session and passed the Hackney Carriage Knowledge Test, the licence can take up to 28 days to be produced.
Appeal/Redress mechanisms:
The applicant would be able to appeal any decision by way of complaint to the Magistrates’ Court within 21 days of being notified of the Council’s decision.
