The County Borough of Conwy (Siambar Wen Llanrwst / Bro Garmon) Order 2024


The Conwy County Borough Council (hereinafter referred to as "the Council") in exercise of its powers under Sections 1 and 2 of the Road Traffic Regulation Act 1984 (hereinafter referred to as "the Act of 1984"), and of all other enabling powers, and after consultation with the Chief officer of Police in accordance with Part III of Schedule 9 to the Act of 1984 hereby makes the following Order:-

  • 1.  Save as provided in Article 2 of this Order no person shall, except upon the direction or with the permission of a police constable or civil enforcement officer in uniform, cause or permit any motor vehicle to proceed in the length of road specified in the Schedule below.

  • 2.  Nothing in Article 1 of this Order shall  apply so as to prevent any person from causing any vehicle to proceed in those lengths of road, if the vehicle is being used:

    • (a)  For residential and adjacent landowner access

    • (b)  In connection with any building operation or demolition in or adjacent to that length of road, the removal of any obstruction to traffic in that length of road, the maintenance, improvement or reconstruction of that length of road, or the laying, erection , alteration or repair in or adjacent to that length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any line or telecommunications apparatus as defined in the Telecommunications Act 1984

    • (c)  The vehicle, if it cannot conveniently be used for such purposes in any other road to be used in the service of a local authority or a public utility company in pursuance of statutory powers or duties

    • (d)  For Police, Fire Service or Ambulance purposes

  • 3.  This Order shall come into force on 3 May 2024 and may be cited as The County Borough of Conwy (Siambar Wen Llanrwst / Bro Garmon) (Prohibition of Driving) Order 2024.
