The County Borough of Conwy (Prohibition and Restriction of Waiting and On Street Parking Places) (Consolidation) Order 2006 (Amendment No 1) Order 2023 - West Promenade Colwyn Bay


Conwy County Borough Council made the above-named Order under Sections 1(1), 2(1) to (3) and Part IV of Schedule 9, of the Road Traffic Regulation Act 1984 to amend the Conwy County Borough Council (Prohibition and Restriction of Waiting and On Street Parking Places) Consolidation Order 2006 to extend the Controlled Parking Zone on that length of West Promenade Colwyn Bay as specified in the Schedules below.

A copy of the Order and plan, which will come into operation on 29 April 2024 may be examined on the Council website. If you wish to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act or of any instrument made under it, has not been complied with in relation to the Order, you may, within six weeks from the date hereof apply to the High Court for this purpose.

Schedule 1 (Charges for Dispensation Certificate and Parking Permits)

Commercial dispensation certificate

Charge: £17.00 per vehicle, per day up to a period of one week

Schedule 2 (Charges from 1 May - 30 September)

West Promenade Colwyn Bay; from its junction with Marine Road for a distance of 255 metres in a north westerly direction

  • Position in which vehicle may wait: Wholly within a parking bay
  • Operating days: Monday to Sunday inclusive
  • Maximum period of waiting: No restriction
  • Charging hours: 10am to 4pm:
    • Class of vehicle: Cars and light vans and Motor caravans (as defined in Article 2)
    • Scale of charges: Up to 4 hours £4.50, Over 4 hours £6.50
  • Charging hours: 4pm to 10am:
    • Class of vehicle: Cars and light vans (as defined in Article 2)
    • Scale of charges: No charge
  • Charging hours: 4pm to 11pm and 8am to 10am:
    • Class of vehicle: Motor caravans (as defined in Article 2)
    • Scale of charges: No charge

Schedule 3 (Charges from 1 October - 30 April)

West Promenade Colwyn Bay; from its junction with Marine Road for a distance of 255 metres in a north westerly direction

  • Position in which vehicle may wait: Wholly within a parking bay
  • Operating days: Monday to Sunday inclusive
  • Maximum period of waiting: No restriction
  • Charging hours: 10am to 4pm:
    • Class of vehicle: Cars and light vans and Motor caravans (as defined in Article 2)
    • Scale of charges: Up to 2 hours £2.00, Up to 4 hours £3.20, Over 4 hours £4.50
  • Charging hours: 4pm to 10am:
    • Class of vehicle: Cars and light vans (as defined in Article 2)
    • Scale of charges: No charge
  • Charging hours: 4pm to 11pm and 8am to 10am:
    • Class of vehicle: Motor caravans (as defined in Article 2)
    • Scale of charges: No charge

Schedule 6 (Charges for Disabled Blue Badge holders)

  • Maximum period of waiting: No restriction
  • Charging hours: 24 hours:
    • Class of vehicle: Disabled Badge holders only
    • Scale of charges: Zero charge
