Public Space Protection Orders in Colwyn Bay
In August 2017, two Public Space Protection Orders (PSPO) were introduced under the Anti-social Behaviour Crime & Policing Act 2014 to prevent crime, disorder and anti-social behaviour at The Dingle and Eirias Park Bowling Green and the area known as “The Donkey Path” in Colwyn Bay.
PSPOs are valid for 3 years but can be extended. These PSPOs were extended in 2020.
Conwy County Borough Council and North Wales Police have agreed that there is a continuing need for the Orders to remain in force in the area and they have therefore been extended for a further 3 years until August 2026.
The Orders prohibit youths under 17yrs from being in groups of three or more unless under supervision of an adult; the causing of excessive or unreasonable noise; being in possession of open containers of alcohol; behaving in a way that causes, or is likely to cause, harassment, alarm or distress in the restricted areas.
A breach is a criminal offence and is dealt with by way of Fixed Penalty Notice or prosecution through the Magistrates’ Court.
Said Councillor Emily Owen, Cabinet Member for Regulatory, Conwy County Borough Council, “The extension of these PSPOs will continue to act as an effective deterrent against any antisocial behaviour in the area and enable offenders to be dealt with swiftly both by Police Officers and Council Enforcement Officers.”
Catherine Walker, Temporary Inspector, Local Policing Services, said: “The area covered by the PSPOs is historically a location which causes very high demand in terms of anti social behaviour. The PSPOs have been invaluable in allowing North Wales Police and Conwy County Borough Council to work together to try and combat such behaviour and make the area a more pleasant and safe place for both residents and visitors. The PSPO is a powerful tool for us to use and it is important that the local community continue to support us and support the renewal of this order”.
