How to Apply

You can apply or renew a dog breeding licence by clicking the button below. There is a fee you will need to pay for this application for which you will need a debit or credit card. 

As part of this online application the Enhancement and Enrichment Plan and Puppy Socialisation Plan must be completed as part of the associated licence conditions and legislation. 

A copy of a vet report for each dog needs to be attached (photos or scans are acceptable, providing the relevant information is clear).

 

Fees

An application/renewal for a breeding licence costs £234 (with additional veterinary report costs at the expense of the applicant).  Licences once issued are valid for 12 months and must be renewed before the expiry date.  

Eligibility

Applicants must not have been disqualified from:

  • Keeping a dog breeding establishment
  • Keeping a pet shop
  • Keeping a dog
  • Keeping an animal establishment
  • Having custody of animals

An applicant for a licence will need to consider whether planning permission is required for the proposed licensed activity. They should contact the planning department to discuss whether permission will be needed. The local authority may refuse or defer a decision on an application for a licence until the planning issue has been decided.

Supporting Information

As part of the application process you will be required to submit the following documents:

  • Environment and Enrichment Plan
  • Socialisation Plan

All applications will need to include a completed Health and welfare report by a vet.

From the 31st October a fit to breed report alone will not be accepted.

 

Processing and Timescales

If this is your first application for a licence, then your premises must be inspected by an approved veterinary surgeon and a local authority officer. For subsequent applications, the inspection is usually undertaken by the local authority officer.

Applications will be dealt with, within 28 days.  If you have not heard from us within this timescales please contact us. 

Tacit consent does not apply so your application must be processed by the authority before it  can be granted.

No-one may keep a breeding establishment without first obtaining a licence

Legislation and Conditions

Applicants and licence holders must meet the requirements of the Animal Welfare (Breeding of Dogs) (Wales) Regulations 2014 and associated conditions.

A vet and/or Local Authority Inspector will visit and want to see that dogs:

  • live in suitable accommodation
  • receive adequate food, water and bedding
  • get enough exercise
  • are transported in safe and comfortable conditions
  • are protected in case of fire or other emergency
  • are protected from the spread of disease

 

Failed applications and appeals

If a licence is refused an appeal may be made to the magistrates court which may give such directions regarding the licence or its conditions.
