The Kinmel Bay Coastal Defence Improvements Scheme will improve flood defences for coastal properties.

Questions and answers
What’s the problem?
- The length of coastline at Kinmel Bay is threatened by flooding due to climate change causing the sea level to rise and more frequent large storms. In some places existing coastal defences need to be strengthened and increased in height.
- The coastal defences along this stretch of coastline are in varying conditions. They were not designed for the projected sea level rise and increasing storminess we can expect in the future.
What are the plans?
- The present coastal defence at Towyn Revetment, in front of the Golden Sands holiday park, includes a large rock armour barricade. The rock armour is in a good state of repair but does not provide enough protection from the sea level rise or increasing storminess. The plans include raising and widening the rock armour and raising the seawall.
- The coastal defence along the frontage at Kinmel Bay West includes a seawall with no rock armour. The western seawall is currently too low to give sufficient coastal flood protection, so the plans include raising the seawall to increase protection.
- Kinmel Bay East currently has a seawall with rock armour protection. This rock armour will be raised and widened, and the seawall will be raised.
Who is funding this?
- We have successfully secured funding from the Welsh Government Coastal Risk Management Programme to cover 85% of the construction costs.
- Conwy County Borough Council will fund the remaining 15%.
When is it happening?
- Following consultation in 2022 and 2023, this scheme was granted planning permission in October 2023.
- We have appointed a contractor and work on this scheme will start in September 2024. The contractor will generally work from west (by Golden Sands Holiday Park) to east (by Sunnyvale Holiday Park).
- We expect this work to be completed in Spring 2026.
Will the beach be closed?
- Yes, the beach will be closed to the public for this work to be done safely. Once we have completed sections of work, access to the beach will be re-opened in phases.
Will the coastal pathway be closed?
- No, but we expect some disruption to the coastal pathway. Jones Bros are reviewing methods to keep this open as much as possible. Diversions will take place during the work period, but we will keep these to a minimum.
Will the car park be closed?
- Yes, the compound area for the work will be using the existing car park on the promenade front.
Will it affect travel?
- We will do our best to keep disruption to a minimum. There will be deliveries to site by HGVs, which will be scheduled during working hours only.
What are the working hours?
- Normal working hours will be from 7am till 6pm, Monday to Friday. Some activities on the project will need to work around the tide, so there will be some early shifts and late shifts.
- Early shifts will start from 5am until 6pm and late shifts will continue until 10pm.
Will you be working summer holidays?
- Rock armour deliveries will be postponed throughout the summer holiday period. The work has been planned to minimise disruption during holiday periods
